Halal Restaurants in Kobe: 2026 Guide for Muslim Travelers
Quick Answer: Kobe is one of the most halal-friendly cities in Japan, anchored by the Kobe Muslim Mosque, Japan's oldest mosque, which opened in October 1935. For halal-certified Kobe beef, the standout is Tsuki Usagi near Sannomiya Station. For everyday halal meals near the mosque, head to Naan Inn or Ali's Halal Kitchen on Nakayamatedori. For families with kids, JICA Kansai's cafeteria labels every halal dish on the menu. This 2026 update removes venues that have closed since our 2021 list and adds verified addresses we confirmed in May 2026.

How we verified every restaurant in this 2026 update
This article is a refresh of an older 2021 Halal Navi list. Several of the original entries either closed during the pandemic years or changed names, so we re-verified each one before keeping it on the list.
For each restaurant below, we checked four sources:
- The restaurant's own website or social media for current opening hours, address, and halal claims.
- Certification bodies for halal status: Japan Halal Association (JHA), Osaka Halal Association, and other named certifiers.
- Recent Tabelog, Tripadvisor, Wanderlog, and Google Maps reviews dated within the past six months to confirm the venue is still operating.
- Independent halal media coverage (HalalGourmet Japan, Food Diversity, Halal Media Japan) for cross-checks on menu and certification.
If a venue could not be confirmed as currently operating, it was either removed or replaced. The 2021 edition's Nakhlistan was already noted as closed; Madras Kitchen has since been confirmed permanently closed and a new South Indian halal restaurant, Malabar Kitchen, now occupies the same Kawamoto Building address.
For corrections, please contact our editorial team. We re-verify this list every quarter.
Why Kobe is one of Japan's most halal-friendly cities
Kobe's Muslim food scene is older than that of almost any other Japanese city for a reason. The Kobe Mosque, founded in October 1935, is Japan's first mosque, with its construction funded by donations collected by the Islamic Committee of Kobe from 1928. The mosque's establishment grew out of a community of Indian merchants and Tatar-Turkish residents who had settled in Kobe just after World War I.
That community shaped the city. The mosque was seized by the Japanese Navy in 1943 yet survived the US bombing of Kobe and the 1995 Great Hanshin earthquake intact, earning it the nickname "miracle mosque". Around it, in the Kitano-cho foreign district, grew a cluster of South Asian groceries and restaurants that has become the de facto halal corridor of the Kansai region.
In 2026, that legacy still defines where to eat. Most of the venues in this guide cluster around three areas:
- Nakayamatedori / Yamamotodori (Chuo Ward) — the streets around Kobe Mosque, packed with halal Indian and Pakistani restaurants.
- Sannomiya — Kobe's main station district, home to halal Kobe beef and easy access from JR Sannomiya West Exit.
- Port Island / Harborland — modern hotels and shopping malls with halal-friendly options for families.

Sukiyaki using halal Kobe beef is also offered, with red meat course around JPY 10,800 and marbled course around JPY 12,960 (tax included), reservation required at least two days in advance with a minimum of two servings.

Because so many trainees are Muslim, the on-site cafeteria labels halal dishes directly on the menu — and the public is welcome to eat there.
JICA Kansai Cafeteria offers ethnic dishes alongside daily specials, including halal options, in a non-smoking environment ideal for families and solo diners. Prices are noticeably lower than nearby commercial restaurants because the cafeteria primarily serves JICA participants.

Important update: Madras Kitchen has closed; Malabar Kitchen now serves South Indian halal at the same address
In our 2021 edition we listed Madras Kitchen at the Kawamoto Building on Nakayamatedori. As of 2026, Madras Kitchen at 2-20-9 Nakayamatedori, Chuo Ward, Kobe is now listed as permanently closed.
The good news: a new South Indian halal restaurant, Malabar Kitchen, now operates at 2-chōme-20-9 Nakayamatedōri, Chuo Ward, Kobe 650-0004. It serves South Indian halal dishes in a cozy, casual-dining setting in central Kobe.
We have not been able to confirm Malabar Kitchen's full certification body, so the strongest verified statement we can offer is that the venue advertises itself as halal and is the natural replacement for Madras Kitchen's customers. Confirm halal details directly with the restaurant on the day of your visit.
Frequently Asked Questions
Is Kobe beef halal in Kobe?
Some of it is. Tsuki Usagi in Sannomiya is halal-certified, and halal Kobe beef is carefully prepared there using separate utensils and facilities. The halal Kobe beef is sourced from Kobe Motomachi Tatsuya, the first butcher shop to offer halal Kobe beef. Standard Kobe beef sold at non-certified restaurants is not halal, and the sauces, marinades, and grills used in regular Kobe beef restaurants are usually not separated.
What is the closest halal restaurant to Kobe Mosque?
Naan Inn is a one-minute walk east of Kobe Mosque and is open from 11:00 to 22:00. It is so close that you can spot the mosque from outside the restaurant. Ali's Halal Kitchen on Nakayamatedori is also within easy walking distance.
Is there a prayer room at Kobe's ski resort?
Yes. Rokko Snow Park is committed to providing a comfortable experience for Muslim travelers, with a prayer room available from 9:00 to 21:00 in separate rooms for men and women. The same building hosts Restaurant Alpen Rose, which serves halal curry and spaghetti.
When is Rokko Snow Park open in 2025–2026?
The 2025–2026 winter season runs from Saturday, December 6, 2025 to Sunday, March 8, 2026, with regular hours 9:00–17:00 and extended hours 9:00–20:00 on weekends and holidays. Outside this window, Restaurant Alpen Rose's halal menu is not available.
Can I visit Kobe Mosque as a tourist?
Yes, with respect for prayer times and modest dress. The mosque welcomes non-Muslims and offers them the opportunity to observe prayers and learn about Islamic culture. Prayer mats and headscarves are readily available for use. The mosque is a 10-minute walk from Kobe-Sannomiya Station.
Which Kobe restaurant has the most rigorous halal certification?
Among the venues in this guide, Mezban holds a halal certificate from the Osaka Halal Association, and Tsuki Usagi is a halal-certified restaurant for its Kobe beef course. Ariston Hotel Kobe's Muslim-friendly services were introduced under the guidance of Japan Halal Association, though this is a service-level partnership rather than a permanent certification of the kitchen.
Are there halal groceries near Kobe Mosque?
Yes. Kobe Halal Food is a grocery store near the mosque selling halal meats (chicken, beef, lamb) and other imported foods from Pakistan, India, Indonesia, Malaysia, Tunisia, Lebanon, Turkey, Morocco, and Ghana. The store is a two-minute walk from Kobe Mosque and open from 10:30 to 22:00.
How do I get from Osaka to Kobe for halal food?
JR or Hankyu/Hanshin trains from central Osaka to Sannomiya take roughly 25–30 minutes. From JR Sannomiya West Exit, Tsuki Usagi is a 3-minute walk; the Kobe Mosque corridor (Naan Inn, Ali's Halal Kitchen) is about 10–12 minutes on foot uphill toward Kitano.
Is JICA Kansai open to the general public?
Yes. The JICA Kansai cafeteria is on the 1st floor, and although it is the canteen for JICA's office, anyone can enjoy the food, with halal items clearly marked on the menu.
How current is this guide?
Every venue here was re-verified in May 2026 using the restaurant's official website (where available), Tripadvisor and Wanderlog reviews dated within the past six months, and certification body listings. We re-verify quarterly. If you find anything that has changed, please contact our editorial team and we will correct it within 7 days.
Verdict
Kobe punches well above its weight as a halal destination in Japan. The combination of Japan's oldest mosque, a long-settled South Asian community on Nakayamatedori, halal-certified Kobe beef at Tsuki Usagi, and even a halal menu at the Rokko ski resort makes Kobe the most "all-in-one" halal-friendly day trip in the Kansai region.
If you only have one day, our recommended route is: morning at the Kitano area and Kobe Mosque, lunch at Naan Inn, afternoon at Harborland with dinner at Mezban or splurge on the halal Kobe beef course at Tsuki Usagi in the evening. If it's winter and you have a second day, add Rokko Snow Park for a halal-friendly day in the snow.
